Are unusual and irregular sets ok to use in competitive play ?
I.e a special weavile,physical alakazam,physical gengar, special agron or maybe a swagger psych up delphox?
How would these ideas work on competitive play ?

I really like unusual sets and strategies. They really take opponents by surprise. Even if they have the Pokemon to defeat you, they will not know how to use them, because their predictions will be way off. That is why I like Smeargle and Mew so much. Just be careful that you do not go too far off the beaten path. The ones you suggest, except maybe the Delphox, I would not recommend.
I like the idea of switching physical attackers to special and vice versa. A great example of a Pokemon that can do this well is Dragonite. It is tied for 66 highest Special Attack Stat, but is almost always used physically because its physical is even higher.
Another option is to use a Pokemon from a lower tier. Many RU Pokemon (e.g. Umbreon, Chesnaught, Galvantula, Cresselia, Cloyster) can hold their own in OU battles. If you want to maximize the element of surprise, then the only option better than Zoroark is to go all the way down to NU. Silver is famous for his love of Miltank and the objectively best battle to ever happen in the Silver League, the battle that convinced me that competitive play was not "cold", starred a Gastrodon.

IV -> Max Defense and the rest is split between Special Defense and Health
Rocky Helmet
Spikes (maybe Toxic)
Stealth Rocks
Whirlwind
Roost
The idea is to set up the Stealth Rocks and then Whirlwind until a weak Pokemon comes out. While it sets up or goes for chip damage, you place layers of Spikes. Toxic is a much safer option. Rocky Helmet makes sure that physical attacks are punished, which was a big plus when Talonflame (a common Skarmory counter) was a threat. What I really like about this set is that if Skarmory is at full health and there are no hazards, then any* sweep can be stopped. No matter how strong the attacker is, Sturdy makes sure that you get the Whirlwind off.
I know that there a problems with this set, the most obvious one is that it is definition of Taunt Bait. This is were the element of surprise comes in. Most Skarmory sets are not Taunt Bait, so the opponent would not think Taunting was a viable option. By the time they realize you do not have Iron Head or Brave Bird, you have already done plenty of damage. This is a great example of when the opponent has the tools to deal with your unusual set, but does not realize that they do.
*Technically, a sweeper with a multi-hitting attack could get around Sturdy, but those types of attacks are very rare, especially on sweepers.

thanks for a skarmory set/idea i will think about using it on my copy of moon. But here's another question , how would I get a special rhydon(my reasoning for this would be that it gets surf,flamethrower and thunderbolt) to work ?

the set that you have put down for rhydon movepool wise can work but it would be better as a physical attacker but if you want that set i'd give it 252 sp.atk 252 Sp.def with a Bold nature and make it hold an assault vest to increase its defenses and make its ability lightning rod

why not 252 hp on the rhydon instead of 252 sp.def , I understand that it's special defense is pretty bad but it's fine having the defenses but what if your hp stat means that regardless of how high the sp.def is, if your hitpoints can't handle certain attacks ? and wouldn't eviolite do the same thing but would also increase defense .
I'd go with a -attack +sp.def nature , 252hp 252sp .attack holding an eviolite

do 4 HP it needs the sp.def more than the HP if you run assault vest if your gonna run eviolite do 126 sp.def and HP and 252 sp.atk + 4Def
