Well, none of the answers were actually correct regardless. Unfortunately for me, I've all but run out of decent hints. Though I believe most of you will be happy to hear this... Time to see who gets it first!

Awwwww.... someone finally got it. And I had one more hint, too. Oh well. DA's correct. It was Smeargle.

~While Rattatta made the F.E.A.R. tactic famous, several others are capable of the tactic, such as Smeargle.

~In both GSC and HGSS, Smeargle and Unown are located exclusively in the Alph Ruins. However, Smeargle are only available 'outside' the ruins where Unown preside.
3. Ever since I visited Manhattan, people said I've been Inconsistent.
~The Unova Region--based off Manhattan, New York--gave Smeargle the hidden ability Moody. Or, as directly translated from Japanese(courtesy of Serebii), 'Inconsistent.'

~In PMD Red/Blue Rescue Team, there is a recruit-able Smeargle who left his clan because of the maturity ritual, which consisted of painting a green paw on Smeargle's back. The Smeargle recruit ranaway as he thought the paw print design was "tasteless."

~Johto Region is based on a combo of Kansai and Chūbu, which is wear Smeargle debuted in the games. Even so, his appearance is incredibly western (or more specifically, 'European') and looks more befitting of the Kalos Region with his distinctive beret.

~Smeargle can learn every single move courtesy of Sketch, but is incapable of learning Chatter and Struggle.
