That's not a bad set. Only real problem I see is that your chance to really set up is entirely dependent on Sleep Powder, and with its accuracy, that means that it only works 3/4th of the time.
Also, Hurricane's accuracy is a bit lacking too, and is resisted by some of the same pokemon as Bug Buzz.

Re: Vivillon Set
Compound eyes boost the accuracy of these moves so hurricane has 91% accuracy and sleep powder has 97.5% accuracy

I totally forgot that was its ability. Oops.
I still think a bit better coverage would be helpful though.

Re: Vivillon Set
Except for the low accuracy on sleep powder (You still have 2,5% to miss, so it will miss in crucial times) it is a good set and is used for cleaning up teams so you can keep bug buzz and hurricane if you want to, but you need to have something that can defeat rock and steel types before Vivillon comes in. You also need something that has defog and rapid spin since it ha a focus sash.

One pokémon isn't that big of a deal in my opinion. There's no team that wins 100% of the time. There will always be pokémon that counter your team or a combination of pokémon that counters yours.
